Cheap Collection Agency Options Ranked by Real Cost per Invoice
Cheap depends on invoice size. Every published collection agency price, flat fee and contingency, worked on $500, $2,500 and $10,000 invoices, with the conditions that change the real cost.

The cheap collection agency depends on the size of the invoice. Under about $1,000, a flat fee letter program is cheapest: Coast To Coast Financial Solutions publishes under $10 per account on average, Rocket Receivables $14.95 to $21.95, and American Profit Recovery no more than $24. From about $2,500 up, a contingency agency is cheaper per dollar of real work, with STA International at 25% of the first $5,000 and Kaplan at 20% from $10,000. For invoices where the customer still answers email, the cheapest option is not an agency at all: DebtAgent sends the whole follow up sequence in your name for $49 a month across up to 50 debtors, and you keep every dollar. That last option is the one we sell, so the table below shows every price side by side and lets the numbers make the case.
Every figure here was read on the provider's own site in September or October 2026. Where a firm does not publish a price, it is not ranked, because a cheap rate you cannot check is not a rate. Listicles quote several numbers that do not appear on any of these companies' pages, and they are left out.
Cheap collection agency prices ranked on three invoice sizes
Percentage fees are owed only on money that comes back. Per account fees are owed on every account you place, paid or not. So the honest way to rank "cheap" is to work each price on the same invoices. These are the fees on a single invoice that ends up paid in full.
| Provider | Published price | $500 invoice | $2,500 invoice | $10,000 invoice |
|---|---|---|---|---|
| Coast To Coast Financial Solutions | Less than $10 per account on average, flat, live calls included | Under $10 | Under $10 | Under $10 |
| Rocket Receivables (Stage One) | $21.95 per account at 10, $17.95 at 25, $14.95 at 50 or more, prepaid | $14.95 to $21.95 | $14.95 to $21.95 | $14.95 to $21.95 |
| American Profit Recovery | Program costing no more than $24.00 per account | Up to $24 | Up to $24 | Up to $24 |
| Summit A&R | 7.5% to 50%, no quotas or minimums | $37.50 to $250 | $187.50 to $1,250 | $750 to $5,000 |
| STA International | 25% of the first $5,000, 20% above; minimum claim $2,500 | Not accepted | $625 | $2,250 |
| Kaplan Group | 25% on $3,000 to $9,999, 20% on $10,000 to $49,999; new clients average claim over $5,000 | Not accepted | Not accepted | $2,000 |
| Creditors Adjustment Bureau | 50% of the first $500, 20% of the balance; 50% if over a year old | $250 | $650 | $2,150 |
| IC System (InstiCollect) | 35% of recoveries plus a one time $75 setup fee | $175 plus setup | $875 plus setup | $3,500 plus setup |
| DebtAgent (software, not an agency) | $49 a month flat for up to 50 active debtors; $149 for 250; $499 unlimited | $49 a month, shared across all debtors | $49 a month, shared | $49 a month, shared |
Two patterns jump out. Per account programs win on small balances by a mile, because $21.95 is 4% of a $500 invoice and under 1% of a $2,500 one. And the cheapest percentage agencies do not want small claims at all: STA starts at $2,500 and Kaplan's own FAQ says new clients should have an average claim over $5,000. If your overdue list is mostly invoices under $3,000, the agencies with the best percentages are not really an option.
What is the cheapest way to collect a debt from a business?
The cheapest way to collect a debt from a business that still responds is a consistent written follow up sent in your own name, because it costs nothing per account and you keep 100% of the payment. When the customer has gone silent, the cheapest paid option is a flat fee letter program for small balances and a contingency agency for balances over about $2,500.
The reason this matters is timing. Invoices under 90 days past due are recovered at roughly 70% or better by whoever keeps asking, and most of that recovery comes from the third, fourth and fifth reminder that nobody in a busy office gets round to sending. Paying an agency 25% at day 45 buys a reminder sequence you could have run yourself. That is the job DebtAgent automates: it drafts a friendly, firm and final sequence in your name, sends each step on the day you set, and stops the moment you mark the invoice paid. Starter is $49 a month and covers 50 active debtors, which works out under $1 per debtor per month at full use.
If you are weighing the bigger choice of whether to hand collections to someone else at all, our outsource collections page works every option, agency, letter program, AR outsourcing firm and software, on the same 20 invoices.
Is a flat fee collection agency worth it?
A flat fee collection agency is worth it for batches of recent, undisputed small balances where a letter on a third party's letterhead is likely to prompt payment. It is not worth it for old, disputed or already reconciled accounts, because you pay the fee on every account placed whether anything comes back or not.
Read the conditions. Rocket Receivables accepts Stage One accounts under 120 days past due, Stage One accounts expire 12 months after purchase, and its performance guarantee requires an average principal of at least $75 and is void at a 5% dispute or undeliverable rate. Anything still unpaid moves to Stage Two, where recoveries are split 50/50. That second stage is the real price of the program on the accounts that do not respond to letters, so a "cheap" flat fee can turn into a 50% contingency on the hardest files. We compare the programs that publish a price in detail on our flat fee debt collection page.
What is the lowest percentage a collection agency will take?
The lowest published commercial contingency rates are around 7.5% to 15%, but only on large or fresh claims. Summit A&R publishes a range from 7.5% to 50%, and Kaplan Group charges 15% on claims of $50,000 to $499,999 and 10% above $500,000. On a typical small business invoice under $5,000, expect 25% to 50%.
Low headline percentages come with two conditions buyers miss. First, most placement agreements still pay the agency its percentage if the customer pays you directly after placement, so the effective rate on easy money is the same as on hard money. Second, rates rise with age: Creditors Adjustment Bureau charges 50% on anything over a year old. Our contingency collection agency page works the published cards on $3,000 and $10,000 claims, and the Kaplan Group rates breakdown covers its full tier table and what suit costs on top.
Do collection agencies charge upfront fees?
Most contingency collection agencies charge no upfront fee and are paid only from what they recover, though some add a setup fee, such as IC System's one time $75 on InstiCollect. Flat fee letter programs are the opposite: you pay per account up front, before anything is collected.
Legal work is where upfront costs return. When an agency forwards a file for suit, the attorney network usually asks for court costs and sometimes a suit fee in advance, and contingency typically rises to 30% to 50%. If a claim is likely to end in court, price the legal stage before you place it. The commercial collections attorney page lays out how those fees are structured.
How to pick the cheapest option for your own aging report
Do it in this order and the cheapest option for each invoice usually becomes obvious.
- Reconcile first. Half the accounts that end up in a placement batch were paid and never matched, short paid over a disputed line, or sit against a duplicate customer. Match the aging report against actual receipts before you pay anyone per account. If deposits are hard to match by eye, bank reconciliation software will line up each payment against the open invoice so you only place what is genuinely unpaid.
- Split by silence. Customers who still reply to email go into a written sequence in your name. Customers who have ignored three requests over 60 days are the only ones worth a third party.
- Split the silent pile by size. Under about $1,000, a per account letter program is cheapest. From about $2,500, a contingency agency costs more in dollars but only charges when it collects, and it can call, skip trace and forward for suit.
- Check the clock. An invoice past the statute of limitations is worth nothing on contingency and costs the full fee on a flat program. Our guide to the minimum amount to send to collections covers where the floor sits for each fee model.
Which cheap collection agency is right for a small business?
For a small business with mostly small, recent invoices, the cheapest sensible setup is two layers: automated follow up in your own name for every overdue invoice, then a flat fee letter program or a low minimum agency only for the few accounts that stay silent. That combination usually costs less in a year than a single contingency placement on a $5,000 claim.
For a business with fewer, larger invoices, a commercial agency with a published card and a clear legal stage is the better buy. STA International and Kaplan Group both publish theirs, and Creditors Adjustment Bureau takes the smaller and older files they decline. Whichever you choose, arrive with a log of every reminder already sent. Agencies collect more on documented files, and some will price a well documented file better.
DebtAgent covers the first layer. Load one real overdue invoice, approve the drafted sequence, and it runs on schedule until the customer pays. Plans are $49, $149 and $499 a month, flat, with no percentage of anything you recover.
Frequently asked questions
What is the cheapest collection agency?
On published prices, Coast To Coast Financial Solutions is the cheapest per account at under $10 on average, followed by Rocket Receivables at $14.95 to $21.95 and American Profit Recovery at no more than $24. On percentage pricing, rates start around 7.5% to 15% but only for large or fresh claims.
How much does a collection agency charge a small business?
Most US collection agencies charge a small business 25% to 50% of what they recover on invoices under $5,000. STA International publishes 25% of the first $5,000, Creditors Adjustment Bureau 50% of the first $500 and 20% of the balance, and IC System 35% plus a one time $75 setup fee.
Are flat fee collection agencies cheaper than contingency?
Flat fee agencies are cheaper on small balances because $15 to $24 per account is a small share of a $500 invoice. They are not always cheaper overall, because you pay for every account placed, and unpaid accounts often move to a second stage priced at 50% of recoveries.
Is there a cheaper alternative to a collection agency?
Yes, for customers who still respond. Collections software sends the full escalating follow up in your own name for a flat fee and you keep 100% of each payment. DebtAgent costs $49 a month for up to 50 active debtors. Agencies remain the right choice for silent or disputed accounts.
